Todd Baxter is a 27-year veteran of local law enforcement, with more than 22 years of service with the Rochester Police Department, and four years as Chief of Police in the Greece Police Department. In April of 2014, Todd assumed the duties of Executive Director of the Veterans Outreach Center here in Rochester.
